I shop at Tesco POTTERS BAR. Before I do

I shop at Tesco POTTERS BAR. Before I do my shopping I have my lunch there. The food is good, and the value excellent. However, for the last three weeks the cutlery has been PLASTIC. When I queried this, I was told that some of the steel cutlery had been stolen. Can Tesco not afford to replace it? To-day my plastic fork snapped in my hand.
